Established in 1549, the Ministry of Foreign Affairs of the Russian Federation is primarily responsible for formulating and implementing the foreign policy of Russia. While the Ministry does not have a direct role in higher education, it does play a role in promoting academic and cultural exchanges between Russia and other countries. The Ministry's Department of International Cooperation oversees the implementation of agreements on academic and scientific cooperation between Russia and other countries, as well as the participation of Russian institutions in international academic and scientific organizations. Additionally, the Ministry provides support for the education of foreign citizens in Russian universities through a number of scholarship programs.
